The ALTCS program provides long term care services, such as home care, assisted living, memory care or and skilled nursing, for seniors and physically disabled persons.  To qualify, persons must meet medical, income and resource criteria.  Every year, the financial eligibility criteria for the ALTCS program is updated in January.

The following is a quick reference guide to the 2024 ALTCS income, resource and other limits:

GROSS INCOME LIMITS:

Single applicant $2,829.00/month

Married applicant $2,829.00/month, or both spouses combined $5,658.00/month

Note, for applicants whose gross income exceeds the limits above, an Income Only Trust may be used to meet income eligibility criteria.

COUNTABLE RESOURCE LIMITS:

Single applicant $2,000.00

Married applicant Community Spouse Resource limits*:

Minimum Resource Standard    $30,828.00

Maximum Resource Standard  $154,140.00

*AHCCCS/ALTCS will determine how much the community spouse may have in countable resources on a case-by-case basis.

In addition to the allowed countable resources, applicants and their spouses may also have certain exempt or non-countable assets, such as a home in AZ (Applicant’s Home Equity Limit $713,000.00), 1 vehicle, household goods and personal property, certain burial accounts or plans or plots, Medicaid compliant annuity*, or Special Needs Trusts for disabled persons under age 65.

*Do not purchase a Medicaid compliant annuity with legal counsel; strict federal and state laws apply.

PRIVATE PAY RATE (Transfer Penalty Period):

$7,826.46 for Maricopa, Pima and Pinal Counties, $7,281.17 for all other AZ Counties

PERSONAL NEEDS ALLOWANCE (PNA): $141.45/mo.

MIN. COMMUNIITY SPOUSAL MAINTENANCE INCOME ALLOWANCE (CSMIA): $2,465.00

MAX. COMMUNITY SPOUSAL MAINTENANCE INCOME ALLOWANCE (CSMIA): $3,853.50
